All securities from small cap to mega cap entail risk that investors need to understand. If a test of understanding is required for leveraged products then there should be a test for investing across the range of investment products. Limiting access to leveraged securities does not reduce an investors risk profile and investing in leveraged securities can provide a significant hedge against underperforming securites in an investors overall portfolio.
