Public investments should be available to all of the public, not just the privileged.
I work in the financial industry and I fully understand the pros and cons of the leveraged and inverse funds. One can achieve leverage through other ways like margin, so I do not see why leveraged funds are singled out. Inverse funds provide a means for individual investors to hedge against market declines that is not easily achieved with other methods.
They are going to constitute only a limited portion of most investors' portfolio, so the risk is limited. But they should be made available to us without those restrictions to provide options for those who want to utilize them.
