I am opposed to proposed FINRA Regulatory Notice #22-08. I, not regulators, should be allowed to choose the publicly available investments that are most appropriate for me and my family and our investment goals. These investments should not be limited to privileged few.
I should not have go through any special process like taking and passing an exam in order to invest in public securities such as leveraged and inverse funds. I have taken and passed the CPA exam, the Series 7 exam and the Series 66 exam - all on the first attempt! I believe that I am perfectly capable of understanding an investment's objectives and its risks. I do not need regulators telling me what I don't understand nor what I may or may not purchase.
Leveraged and inverse funds are in important part of my investment strategy whether I am using these options as a hedge or an effort to seek enhanced returns.
I am not the only person in the investing public who uses these investments as a vital part of their overall portfolio. If someone, myself included, invests in something they do not understand and loses money, that is the fault of the investor himself for making an uniformed decision. Those of us who research our investments before purchasing, or do not buy investments that we do not understand, should NOT be punished because we do not meet some standard arbitrarily decided on by regulators. PLEASE abandon this proposal before it goes any further.
