I should be able to choose the public investments that are right for me. Public investments should be available to all of the public, not just the privileged or those whom regulators arbitrarily deem worthy. I shouldn't have to go through any wasteful and inefficient bureaucratic process like passing a test before I can invest in public securities. The risks of leveraged and inverse funds are mine and are made clear to me through the fund managers and widely available information. I am capable of understanding leveraged and inverse funds. It is insulting that regulators think I need these measures imposed on me. Leveraged and inverse funds are important democratizing strategies to the retail investor that do not have the technology, margins, loans, and other financing benefits that large institutions are privy too. They help me to hedge investments and realize enhanced returns normally reserved for only those already rich. They are a limited part of my portfolio, but an important one. Do the right thing.
