Nicholas Morvan Comment On Regulatory Notice 21-19

Hello, I would like to see more transparency and effective regulation (and enforcement) on Short Sale Reporting. As a retail investor, my confidence in our American stock market is very low and leaves me feeling cheated due to these "behind the scenes" loop holes that large corporations and institutions can utilize to benefit themselves through bending the rules through clever exploits and loopholes. The term fair market does not really seem to be all that fair when institutions can pay fines and continue doing whatever benefits them the most in blatant disregard for the policies and procedures. I see FINRA's purpose is to focus on protecting investors, and safeguarding market integrity. I must admit that the integrity of the market seems compromised. Having policies that effectively block nefarious practices, and procedures that force compliance would be steps in a direction that I would appreciate and respect. Thank you so much for your time and attention to this matter.
