Hello, As an active investor in the US stock market i would like to suggest following comments to the rule: Short Interest Position Reporting Enhancements and Other Changes Related to Short Sale Reporting. In order to ensure the integrity of the market, a level playing field for every investor, and deter abusive short selling, there should be an attempt to implement the following: 1) Establish hard reconciliation dates for fails-to-deliver and disallow perpetual fails 2) Require daily or weekly reporting of short interest positions 3) Establish external audit procedures to ensure self-reported short interest numbers are accurate 4) Introduce fines commensurate with the dollar amount of mis-reported or omitted transactions
