The TRF Systems will be closed on Friday, April 19, 2019. As stated in the data feed interface specifications, FINRA may send out unmarked test data via its data feeds on market holidays. FINRA NTF Unavailable March 10, 2017
The FINRA test facility (NTF) will be unavailable for testing all FINRA Multi Product Platform (MPP) facilities on Friday, March 10, 2017, from 1:30 p.m. E.T. through the end of the day.
This event will affect FINRA's Trade Reporting and Compliance Engine (TRACE), FINRA's Trade Reporting Facility (TRF) platform, the Alternative Display Facility (ADF), and the OTC Reporting Facility (ORF). Trade report testing via CTCI, FIX, and the TRAQS Web application, API downloads and vendor feed dissemination from the test region will be affected during this time.
Note 1 - The FINRA production environment will not be affected during this time.

FINRA/NYSE TRF Technical Issue Resolved
The FINRA/NYSE TRF experienced an issue printing to the SIP in Tape A and Tape B symbols on Monday, June 13, 2016, from 9:20:52 to 9:36:08 a.m. ET. All tape-eligible FINRA/NYSE TRF reports in the affected symbols during this time frame will be resubmitted to the SIP after the market close. All FINRA/NYSE TRF systems are currently operating normally.

FINRA/NY TRF Technical Issue on 2/29/2016
On Monday February 29, 2016, NYSE TRF released new functionality requiring FIX Tag (22030) Reporting Obligation to be populated. Firms that did not populate FIX Tag 22030 had their reports rejected from approximately 8:00:00 a.m. ET to 10:00:29 a.m. ET. The code requiring this field to be populated was rolled back and will be re-introduced on Monday March 7, 2016. FINRA/Nasdaq TRF Technical Issue on 1/26/2016
On Tuesday, January 26, 2016, from approximately 7:55:00 a.m. ET to 8:40:00 a.m. ET, the FINRA/Nasdaq TRF experienced an issue that resulted in participants being unable to access their Nasdaq Workstation to enter or scan for trades. Other methods of access were unaffected in this time period.
As of January 26, 2016 at 8:40:00 a.m. ET the Nasdaq Workstation is operating normally.

FINRA/Nasdaq TRF Technical Issue on 1/26/2016

FINRA/NYSE TRF Technical Issue:
On Wednesday, December 16, 2015, from approximately 15:39:59 ET to 15:55:41 ET, the FINRA/NYSE TRF experienced technical difficulties processing trade reports from the FINRA/NYSE TRF clients; according to the FINRA/NYSE TRF all attempted trade reports from clients to the FINRA/NYSE TRF were rejected during this period of time. Clients who experienced rejects should re-enter the affected trade reports.

Collection of FINRA/NASDAQ Trade Reporting Facility™ Fees and Billing Policy
As previously announced, FINRA has filed with the Securities and Exchange Commission a proposed rule change to adopt FINRA Rule 7650A. Effective Wednesday, July 1, 2015, the collection of FINRA/NASDAQ TRF fees under the FINRA Rule 7600A Series is subject to the following process:
Each FINRA member that is a FINRA/NASDAQ TRF participant is required to provide a clearing account number for an account at the National Securities Clearing Corporation ("NSCC") before July 24, 2015. If one is not provided, the FINRA/NASDAQ TRF will use the participant's primary NSCC number on file with the FINRA/NASDAQ TRF. This will allow the FINRA/NASDAQ TRF to debit any undisputed or final fees under the FINRA Rule 7600A Series, as specified below, that are due and owing to the FINRA/NASDAQ TRF. The first debit will occur on August 24, 2015, for fees and rebates incurred in July 2015 and will also include any and all past due amounts.
If a FINRA/NASDAQ TRF participant disputes an invoice, the FINRA/NASDAQ TRF will not include the disputed amount in the debit if the participant has disputed the amount in writing to the FINRA/NASDAQ TRF by the 15th of the month, or the following business day if the 15th is not a business day, and the amount in dispute is at least $10,000 or greater.
This debit process is the same as the one currently employed by PHLX, PSX, BX, BX Options and NOM, and that will be effective July 1, 2015, for the NASDAQ Exchange. See www.nasdaqtrader.com/TraderNews.aspx?id=ETA2015-83.
All FINRA/NASDAQ TRF participants should contact Nasdaq Subscriber Services and provide the clearing account number they wish to have debited at NSCC by July 24, 2015. As noted above, if no number is provided, the FINRA/NASDAQ TRF will use the participant's primary NSCC clearing number.
The following FINRA 7600A Series Rules are subject to this Rule:
- 7610A (Securities Transaction Credit)
- 7620A (FINRA/NASDAQ Trade Reporting Facility Reporting Fees)
- 7630A (Aggregation of Activity of Affiliated Members)
In addition, pursuant to a proposed rule change filed with the Securities and Exchange Commission, effective Wednesday, July 1, 2015, all billing disputes concerning fees or rebates under the FINRA 7600A Series must be submitted to the FINRA/NASDAQ TRF in writing and must be accompanied by supporting documentation. All billing disputes must be submitted no later than sixty days after receipt of the invoice. This policy will apply to the invoice for trade reporting activity in July 2015 and thereafter.

FINRA Facilities – June 30, 2015, Leap Second
Effective Tuesday, June 30, 2015, a leap second will be added after 19:59:59 ET (23:59:59 UTC) to synchronize atomic clocks with astronomical time to keep clocks as accurate as possible. FINRA’s market facilities, such as the Over The Counter Reporting Facility (ORF), rely on atomic time sources to maintain time accuracy.
To minimize potential disruptions the leap second may cause industry participants, FINRA will cease processing ORF trade reports, trade cancels, trade corrections, trade reversals and trade matching at 19:30:00 ET on June 30, 2015. (Normally these transactions stop being processed at 20:00:00 ET.) In addition, participants should take note of the following ORF processes and functions on June 30, 2015.
- TRAQS and the ORF Web API files will remain available for query/response processing until 20:00:00 ET, as per a regular market day.
- The Trade Data Dissemination Service (TDDS 2.0) transmission times will be processed as per a regular market day, including the 20:05:00, 20:06:00 and 20:07:00 ET End of Trade Reporting Control Message.
- In case a participant’s systems are unable to process the second TDDS 2.0 Closing Trade Recap (disseminated at 20:10:00 ET) on June 30, FINRA will provide a flat file (.txt) for any participant who requests it for that day.

TRAQS Web Services to Migrate from Secure Socket Layer (SSL) 3.0 Protocol
Effective Monday, April 27, 2015, the FINRA TRAQS secure website and TRACE, ADF and ORF Web API reference data files will no longer be accessible using the Secure Socket Layer (SSL) 3.0 protocol. The elimination of SSL 3.0 is due to identified security risks inherent with the protocol.
As of April 27, 2015, FINRA will disable the SSL 3.0 protocol and firms using that protocol will not be able to establish connectivity to FINRA’s secure Web servers. In order to continue to gain access to TRAQS and to the FINRA API reference data, firms are required to migrate to a more secure protocol such as Transport Layer Security (TLS) versions 1.0, 1.1 or 1.2.

FINRA needs to continue to update the test facility software process which was started on April 20. The FINRA production environment will not be affected during this time. The test facility will be available on Wednesday, April 22, 2015, for all FINRA MPP facilities.
