Senior Vice President, Enforcement Legal
Tina Salehi Gubb is the Senior Vice President of Enforcement Legal. In this role, Ms. Gubb is a senior legal advisor to the Executive Vice President and Head of Enforcement. She is responsible for monitoring and advising on high-impact and noteworthy investigations and disciplinary actions, including litigation, across the Enforcement department and in coordination with FINRA’s Regulatory Operations teams, as well as managing the performance of the Enforcement attorney teams. She works across Regulatory Operations in identifying and monitoring matters involving high-risk firms and brokers across the Enforcement program. She oversees four chief counsel Enforcement teams.
Ms. Gubb joined FINRA in 1998. She began as an analyst in the Office of Fraud Detection and Market Intelligence, where she worked on investigations related to fraudulent practices, pump and dump schemes, wash sales and insider trading; and in Enforcement positions of increasing responsibility since 2002. Most recently, she was a chief counsel in the Enforcement department, from 2008 to 2024, and led a team of 15 attorneys and three managers. From 2002 to 2008, she was a staff attorney in FINRA’ s Market Regulation and Transparency Services department.
Ms. Gubb received her Bachelor of Arts from James Madison University and earned her Juris Doctor from the University of Richmond School of Law (formerly T.C. Williams School of Law).
